Well, Binance is just an exchanger. If they control buying and selling of some crypto, then they can control the price. The main reason why crypto is decentralized is that no one has control over the nodes. The nodes are rewarded for mining or proof of work. Goverments can't control it so they target the next in the chain which is exchangers.
